According to the AA website, emissions limits that apply to ULEZ are as follows, with values reported on on the Certificato di Confirmita CEE which I have for my 20vt Plus shown in bold afterwards
Euro 4 emission limits (petrol) CO – 1.0 g/km 1.337 HC – 0.10 g/km not given NOx – 0.08 g/km not given PM – no limit not given
So it fails on CO, but before you get your hopes up on NOx, the total HC+NOx is given as 0.383 vs. the limit of 0.18
The Fiat Coupe is only Euro 2 compliant at best

Unfortunately the CoC will not give you that breakdown between NOx and HC figures. The requirement to do so only came in on the Euro 3 standard. Euro 1 and 2 lumped the HC and NOx in together, Coupes being Euro 2 vehicles I doubt you will ever find the info short of getting it tested yourself (which no doubt they would accept even if it met the standard!!)
