I can't help thinking that these are a little dangerous. Any thoughts? (May be changing alloys)

i'v had wobbly bolts for awhile now and don't think they are any different from normal bolts . its only the top washer that moves around and when tightened they do the same job , i haven't had a wheel come flying of at high speed so don't see any problems with them

A friend been using it for 4 years already so that he could fit so light weight OZ 100pcd wheels on, so far so good, but the garage did recommend to change them to new pieces after a few years just to be on the safe side.

The bolt is 12mm. The conical washer is loose and not part of the bolt cap. The hole in the middle of the washer is 13mm rather than 12mm
This 1mm of play allows the bolt to centre into the hole (4x98mm PCD) in the hub whils the washer centres into the hole in the wheel (4x100mm PCD).
